on the assumption that all the scholarships awarded will be for four years only and sinee a proportion is likely
to be for six years the balance, if any, by that time will
probably be small. I am to suggest, therefore, that for the present the University should proceed on the basis of awarding twelve scholarships in the next five years and that the position should be reviewed at the end of that period. On this basis three scholarships should be awarded to commence in the academic year 1939-1940
